What are Japan’s Advanced Filing Rules?
Advance Filing Rules (AFR), which will be implemented in March 2014, require a vessel operator or non vessel operating common carrier (NVOCC) to submit cargo and party-related information to Japan Customs electronically, in robust detail, no later than 24 hours prior to the vessel’s departure from its port of loading. Filing can be done through authorized service providers connected to NACCS, such as OneSystem.
